The following statements are to provide special information to patrons of the school district. Some are required by law, some by state education standards, and some are district efforts to inform parents.

Students, parents, employees and others doing business with or performing services for the Lamoni Community School District are hereby notified that this school district does not discriminate on the basis of race, color, age (except students), religion, national origin, sex, marital status, sexual orientation, gender identity or disability in admission or access to, or treatment in, its programs and activities.

School Discipline

The Lamoni Community School Board of Education affirms its intent to support the school discipline policies, its intent to support school staff who enforce the discipline policies, and its intent to hold school staff accountable for implementing the discipline policies.

 

Student Accident Insurance

The school district does not provide accident insurance to cover injuries which occur at school or during school-related activities. The school provides worker's compensation for employees like all employers do, but there is no coverage for students. A school insurance plan from Student Assurance Services, Inc. is available to parents if a school-aged child is not covered by the family coverage. Information will be available at registration or in the Superintendent's office.

 

Use of Directory Information

The following information may be released to the public in regard to any individual student of the school district as needed. Any student over the age of eighteen, parent, or guardian, not wanting this information released to the public must make objection in writing by the first day of school to the principal. The objective needs to be renewed annually. NAME, ADDRESS, TELEPHONE LISTING, DATE AND PLACE OF BIRTH, E-MAIL ADDRESS, GRADE LEVEL, ENROLLMENT STATUS, MAJOR FIELD OR STUDY, PARTICIPATION IN OFFICIALLY RECOGNIZED ACTIVITIES AND SPORTS, WEIGHT AND HEIGHT OF MEMBERS OF ATHLETIC TEAMS, DATES OF ATTENDANCE, DEGREES AND AWARDS RECEIVED, THE MOST RECENT PREVIOUS SCHOOL OR INSTITUTION ATTENDED BY THE STUDENT, PHOTOGRAPH AND LIKENESS AND OTHER SIMILAR INFORMATION.

 

Child Abuse Reporting

School Board Policy, 402.3, outlines procedures to follow in the event there is a report of alleged physical or sexual abuse of a child by a school employee. This policy includes provision of Chapter 102.2 of the Iowa Administrative Code 281. The following names and telephone numbers identify the district's designated persons patrons would contact in the event of a suspected child abuse by a school employee in the course of employment.

Dental Exam

Kindergarten:  All students entering Kindergarten will need to show proof of a dental screening between ages 3 yrs and 6 yrs before starting school in the fall 2008.

High School:  All students entering high school for the first time will also need proof of a dental exam before starting school in the fall 2008.

Asbestos Management Plan

Chart Services was requested by Lamoni Community School to review and prepare an asbestos management plan identifying the presence of asbestos within our school buildings. Chart Services' federally certified inspectors, planners, public health and engineering consultant worked in conjunction with school administrative personnel to identify asbestos-containing building products. Asbestos is a mineral fiber associated with increased levels of disease when inhaled. The risk rating procedures which Chart Services used in commenting on the asbestos were developed in conjunction with national experts in the area of industrial medicine, toxicology, industrial hygiene and engineering. After reviewing the characteristics of our buildings, we prepared a management plan for each building, a copy of which is maintained in the Superintendent's office. Asbestos is found in the following locations:

Asbestos is a health risk only when it is loose, crumbled or crushed so that fibers are released into the air. None of the asbestos in our buildings is in that condition. Dan Boswell, Director of Maintenance has received special training and is certified to do repairs if the asbestos containing insulation is torn or damaged. We implemented our management plan on July 9, l989 and will be conducting a periodic surveillance of all asbestos materials to assure that it will not become a health hazard. General Education Intervention

The Lamoni School District strives to make every student's educational experience a successful one. To ensure success of all students we sometimes must make accommodations and/or modifications for particular students. These modifications and accommodations are referred to as general education interventions. They involve attempts to correct a student's academic or behavioral difficulties in a systematic fashion in a student's regular classroom. Teachers, sometimes working with a team of teachers from their building, develop interventions to correct a student's difficulties. If initial interventions are ineffective at correcting the difficulty, further interventions may be attempted or a child's parent(s) may be contacted about the possibility of a full and individual evaluation for their child. At times, we enlist the support of professional staff from Green Valley Area Education Agency to assist in developing these accommodations and modifications. Professional staff from GV AEA consist of Speech-Language Pathologists, Itinerant Hearing and Vision Teachers, Occupational Therapists, Transition/Work Experience Instructors, School Social Workers, and School Psychologists. If involved, staff GV AEA may assist through their work with our team of teachers in a particular building, through observations of a child in the child's classroom, and through review of a student's educational record. Prior to any direct involvement (i.e. talking with a student) of the GV AEA staff with a particular student, a parent's permission must be secured through their signing of an "Informed Consent" form. Regardless of the type of involvement, direct or indirect, GV AEA staff are to keep the length of their involvement brief (i.e., through indirect contact or no more than two occasions for a particular child.

 

Locker Inspections

HF 528 eliminates the 24-hour notice requirement to inspect a locker. It now allows a school district to inspect any number of lockers at any given time, as long as the student is present for inspection. But, as school district policy, the board must first provide a one-time written notice to the students and parents telling them that lockers may now be inspected in this manner. This statement serves as the required notice.


Transportation Video Cameras

The Lamoni Community School District Board of Directors has authorized the use of video cameras on school district buses. The video cameras will be used to monitor student behavior to maintain order on the school buses to promote and maintain a safe environment. Students and parents are hereby notified that the content of the videotapes may be used in a student disciplinary proceeding. The content of the videotapes are confidential student records and will be retained with other student records. Videotapes will only be retained if necessary for use in a student disciplinary proceeding or other matter as determined necessary by the administration. Parents may request to view videotapes of their child if the videotapes are used in a disciplinary proceeding involving their child.

 

Cafeteria Procedures

Each family will have an account for meals.  Each student from a family will withdraw from the account when eating in the cafeteria. Children from families whose income is at or below the levels determined by the State of Iowa are eligible for free or reduced meals. When an account gets low, a notice will be sent home with the student or you will be notified by telephone. When the account is depleted and the student needs to charge, they may be asked to go to the office and call their parents. Students will not be denied a meal because an account is empty.  We appreciate your cooperation in sending money to school the next day.  A student will not be allowed to purchase extras if their account has negative balance.  If the account is -$5.00, the student will have the option of receiving a peanut butter sandwich and milk for their meal.  To apply for free or reduced meals, an application must be filled out, signed, and returned to the office of the Superintendent.  The application is included in the August newsletter, will be available at registration and in the Superintendent's Office. To speed up your registration process, please fill out the application and return during registration. The determination of eligibility is made by the Superintendent and all information you provide in the application will be treated confidentially. You may apply any time during the year.

Cafeteria Reminders:

1. The food bar items are not free. The food bar is available with a purchased meal.  If a student would like to purchase a serving of one item, and has not purchased a school meal, the cost is .50 (lettuce salad is .75).

2. A student will not be allowed to purchase extras if their account has a negative balance.  If a student owes more than $5.00, the student will have the option of receiving a peanut butter sandwich and milk for their meal.

3. Students will not be allowed to buy food out of their account for other students unless a parent has sent a signed note.

4. If a student brings their lunch they need to bring their own condiments or they will be charged for using the school's condiments.

5. Through our online JMC program, you may view your child's account or add money to your account.  A printout of your child's account is available upon request. If you have any questions contact Tina Toney, Cafeteria Supervisor, at 784-3351.


Milk Break for Kindergarten & First Grade

A milk break will be offered to kindergarten and first grade students. Milk tickets can be purchased at the elementary office.

 

Decatur County Public Health News Chickenpox Vaccine

Effective July 1 is a new Iowa law requiring chickenpox vaccine or a reliable history of the chickenpox illness in children entering kindergarten and enrolling in licensed childcare. Children born on or after September 15, 1997, who are enrolled or attempting to enroll in a public or nonpublic elementary or secondary school, must have received at least one dose of the chickenpox (Varicella) vaccine or have a reliable history of the illness. This dose of vaccine must have been given on or after the first birthday. Children 18 months of age and older who are enrolled or attempting to enroll in a licensed childcare center or preschool must also receive one dose of the vaccine on or after the first birthday, or have a reliable history of the illness. Parents are encouraged to discuss this new requirement with their child's physician or immunization provider. If your child has had chickenpox be sure that the history of the illness is documented in his/her medical record and on his/her immunization record. Keep a copy of the immunization record in a safe place. Make copies to have available for daycare, school and camps. Chickenpox vaccine and all required children's vaccines are available through the Decatur County Public Health at 641.446.6518 with questions related to vaccines and immunization requirements and to set up an appointment at our next immunization clinics in July.

INTERNET - ACCEPTABLE USE POLICY - Code No. 605.6

Because technology is a vital part of the school district curriculum, the Internet will be made available to employees and students. Appropriate and equitable use of the Internet will allow employees and students to access resources unavailable through traditional means.

Students will be able to access the Internet through their teachers. Individual student accounts and electronic mail addresses may be issued to students. If a student already has an electronic mail address, the student with the permission of the supervising teacher be permitted to use the address to send and receive mail at school.

The Internet can provide a vast collection of educational resources for students and employees. It is a global network which makes it impossible to control all available information. Because information appears, disappears and changes constantly, it is not possible to predict or control what students may locate. The school district makes no guarantees as to the accuracy of information received on the Internet. Although students will be under teacher supervision while on the network, it is not possible to constantly monitor individual students and what they are accessing on the network. Some students might encounter information that may not be of educational value. Student Internet records and access records are confidential records treated like other student records. Students Internet activities will be monitored by the school district to ensure students are not accessing inappropriate sites that have visual depictions that include obscenity, child pornography or are harmful to minors. The school district will use technology protection measure to protect students from inappropriate access.

Employees and students will be instructed on the appropriate use of the Internet. Parents will be required to sign a permission form to allow their students to access the Internet. Students will sign a form acknowledging they have read and understand the Internet Acceptable Use policy and regulations, that they will comply with the policy and regulations and understand the consequences for violation of the policy or regulations.
 

INTERNET ACCEPTABLE USE REGULATIONS - Code No. 605.6r1

I.    Responsibility for Internet Appropriate Use.

A.    The authority for appropriate use of electronic Internet resources is delegated to the licensed employees.

B.    Instruction in the proper use of the Internet will be available to employees who will then provide similar instruction to their students.

C.    Employees are expected to practice appropriate use of the Internet, and violations may result in discipline up to, and including, discharge.

II.    Internet Access.

A.    Access to the Internet is available to teachers and students as a source of information and a vehicle of communication.

B.    Students will be able to access the Internet through their teachers. Individual student accounts and electronic mail addresses may be issued to students at this time.

1.    Making Internet access available to students carries with it the potential that some students might encounter information that may not be appropriate for students. However, on a global network, it is impossible to control all materials. Because information on the Internet appears, disappears and changes, it is not possible to predict or control what students may locate.
2.    It is a goal to allow teachers and students access to the rich opportunities on the Internet, while we protect the rights of students and parents who choose not to risk exposure to questionable material.
3.    The smooth operation of the network relies upon the proper conduct of the end users who must adhere to strict guidelines which require efficient, ethical and legal utilization of network resources.
4.    To reduce unnecessary system traffic, users may use real-time conference features such as talk/chat/Internet relay chat only as approved by the supervising teacher.
5.    Transmission of material, information or software in violation of any board policy or regulation is prohibited.
6.    System users will perform a virus check on downloaded files to avoid spreading computer viruses.
7.    The school district makes no guarantees as to the accuracy of information received on the Internet.

III.    Permission to Use Internet - Annually, parents will grant permission for their student to use the Internet using the prescribed form.

IV.    Student Use of Internet.

A.    Equal Opportunity - The Internet is available to all students within the school district through teacher access. The amount of time available for each student may be limited by the number of available terminals and the demands for each terminal.

B.    On-line Etiquette.

1.    The use of the network is a privilege and may be taken away for violation of board policy or regulations. As a user of the Internet, students may be allowed access to other networks. Each network may have its own set of policies and procedures. It is the user's responsibility to abide by the policies and procedures of these other networks.
2.    Students should adhere to on-line protocol: a.    Respect all copyright and license agreements. b.    Cite all quotes, references and sources. c.    Remain on the system long enough to get needed information, then exit the system. d.    Apply the same privacy, ethical and educational considerations utilized in other forms of communication.
3.    Student access for electronic mail will be through their own account. Students should adhere to the following guidelines: a.    Others may be able to read or access the mail so private messages should not be sent. b.    Delete unwanted messages immediately. c.    Use of objectionable language is prohibited. d.    Always sign messages. e.    Always acknowledge receipt of a document or file.

C.    Restricted Material - Students will not intentionally access or download any text file or picture or engage in any conference that includes material which is obscene, libelous, indecent, vulgar, profane or lewd; advertises any product or service not permitted to minors by law; constitutes insulting or fighting words, the very expression of which injures or harasses others; or presents a clear and present likelihood that, either because of its content or the manner of distribution, it will cause a material and substantial disruption of the proper and orderly operation and discipline of the school or school activities, will cause the commission of unlawful acts or the violation of lawful school regulations.

D.    Unauthorized Costs - If a student gains access to any service via the Internet which has a cost involved or if a student incurs other types of costs, the student accessing such a service will be responsible for those costs.

V.    Student Violations--Consequences and Notifications.

Students who access restricted items on the Internet are subject to the appropriate action described in board policy or regulations or the following consequences:

1.    First Violation - A verbal and written "Warning" notice will be issued to the student. The student may lose Internet access for a period of 1week at the discretion of the supervising teacher. A copy of the notice will be mailed to the student's parent and a copy provided to the building principal.
2.    Second Violation - A verbal and written "Second Violation" notice will be issued to the student. A copy of the notice will be sent to the student's parent and a copy provided to the building principal. The student will forfeit all Internet privileges for a minimum period of 1 month .
3.    Third Violation - A verbal and written "Third Violation" notice will be issued to the student. A copy of the notice will be sent to the student's parent and a copy provided to the building principal. The student will forfeit all Internet privileges for 3 months or for the balance of the school year.

McKinney-Vento Homeless Education Act

Congress authorized this act in December 2001, as part of the No Child Left Behind Legislation.  The purpose of the McKinney-Vento act is to remove barriers to education for homeless/transitional students and provide educational stability.  Who is considered McKinney-Vento eligible?  Any child who lacks fixed, regular and adequate nighttime residence is considered homeless, and includes those who are temporarily sharing housing with others due to loss of housing or economic hardship.  It also includes children and you, transitional housing programs and children in foster or temporary placements.  Chapter 33 of Iowa Administrative Code defines "Homeless child or youth" as a child or youth from the age of 3 years through 21 years who lacks a fixed, regular, and adequate nighttime residence and includes the following:

1. A child or youth who is sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason; is living in a motel, hotel, trailer park, or camping grounds due to the lack of alternative adequate accommodations; is living in an emergency or transitional shelter; is abandoned in a hospital; or is awaiting foster care placement;

2. A child or youth who has a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings;

3. A child or youth who is living in a car, park, public space, abandoned building, substandard housing, bus or train station, or similar setting; or


4. A migratory child or youth who qualifies as homeless because the child or youth is living in circumstances described in paragraphs "1" through "3" above.
